Suriname's participation in World Cup numismatics was, by 1994, a well-worn revenue strategy common to small nations with no realistic prospect of fielding a competitive team. Brazil's fourth title that year — won on penalties against Italy in Pasadena — gave the issue at least a factually correct winner to commemorate, which was not always guaranteed for coins struck in advance of the tournament.
