Suriname's football history at the World Cup is one of absence — the national team has never qualified, making this 1994 commemorative an odd artifact of a country celebrating a tournament it had no part in. The issue exists because the 1994 FIFA World Cup, hosted in the United States, generated a wave of licensed and semi-licensed commemorative programs that swept up dozens of issuing authorities with no competitive stake in the event.
