Chinese municipal grain ration coupons of this type were administrative instruments, not currency — they entitled the bearer to a specific weight of grain from state-controlled distribution points and had no monetary face value. The system they belonged to, the liangpiao (粮票) network, ran from 1955 until its formal abolition in 1993, when the grain rationing apparatus was dismantled following market liberalization. By 1989, the system was already under pressure; urban economic reforms had begun eroding the state's grip on food distribution, and local bureaus like Shishou's were issuing increasingly localized coupons as the national system fragmented.

Shishou-issue coupons circulated only within the municipality's own distribution network and were not exchangeable at the provincial level.
