Issued under François "Papa Doc" Duvalier, this series was produced during a period when Haiti's formal economy was largely a fiction — the state treasury functioned as a personal account, and foreign coin contracts were a known vector for hard currency extraction. The dies were prepared by the Berne-based Coin Cabinet and struck at the Huguenin Frères facility in Le Locle, Switzerland, not in Port-au-Prince.
Duvalier used commemorative gold issues extensively to cultivate diplomatic relationships and generate foreign exchange, while domestic Haitians saw almost none of it.
