This piece was struck to commemorate Lindbergh's 1927 New York–to–Paris flight, with Haiti holding particular significance in that story: Port-au-Prince was one of the stops on his subsequent "Good Will Tour" of Latin America and the Caribbean, a 49-city diplomatic mission organized at the request of the Coolidge administration beginning in late 1927. Haiti was under U.S. occupation at the time, and Lindbergh's arrival was staged partly to soften regional resentment of American interventionism.
The .925 silver at 43g places this squarely among the larger proof-format commemoratives Haiti issued through the Franklin Mint during the mid-to-late 1970s — a revenue-generating program that had little connection to domestic circulation.
