The Institut d'Émission d'Outre-Mer was established in 1966 to serve France's remaining overseas territories following the dissolution of earlier colonial monetary arrangements. This note belongs to a transitional period when the IEOM was still standardizing its issues, and the absence of the "RÉPUBLIQUE FRANÇAISE" overprint distinguishes it from otherwise identical examples in the series — Pick 22 carries it; this one does not. Whether omission reflects a deliberate policy decision or simply an earlier print run before the overprint requirement was applied is not definitively documented.
