The IEOM was established in 1966 to manage currency for France's Pacific territories — New Caledonia, French Polynesia, and Wallis and Futuna — after the Banque de l'Indochine lost its colonial mandate. These territories never joined the franc zone proper and were deliberately kept outside the CFA arrangement, giving the IEOM unusual autonomy within the French monetary system. The Pacific franc it issues remains pegged to the euro today at a fixed rate set in 1999.
