Niger's "Wind" coin belongs to a series of miniature gold issues produced for the collector market by the Monnaie de Paris under licensing arrangements common among francophone African states — countries that retain formal monetary ties to France through the CFA franc system but issue these non-circulating pieces largely as revenue instruments. The coins never touch domestic commerce.
