Chad's 1970 coinage program was largely a vanity exercise organized by the European firm BICE (Bureau International des Collections et des Échanges), which contracted with several newly independent African states to produce limited-issue coins destined almost entirely for the collector market rather than circulation. The Kennedy piece was part of a wave of such issues capitalizing on his 1968 assassination.
Chad itself had no functioning coin mint infrastructure at independence in 1960 and used CFA franc coinage for everyday transactions. This piece never meaningfully circulated.
