The Institut d'Émission d'Outre-Mer was established in 1966 to manage currency for France's remaining overseas territories after the dissolution of the Institut d'Émission des Départements d'Outre-Mer's broader remit. This note is an overprinted adaptation of an existing Banque de France plate — the capitalized "CENT FRANCS" overprint signals a reissue for territorial circulation rather than a purpose-designed note, a common expedient when establishing a new issuing authority without commissioning entirely new intaglio work.
