During the Japanese occupation of Indochina, the Banque de France continued producing notes for the Banque de l'Indo-Chine on metropolitan French soil — a peculiarity of the Vichy-era arrangement that kept French colonial financial administration nominally intact while Japan exercised military control on the ground. The "F.C." overprint (Franc Colonial) was applied to distinguish these issues within a system of exchange controls intended to manage currency flows between occupied France and its overseas territories.
The engraving is the work of Marguerite Dreyfus, known professionally as Rita — one of the few women engravers working at the Banque de France during this period. The circumstances of a Jewish engraver producing official currency under Vichy's racial laws add an uncomfortable footnote to this note's production history.
