Niger's elephant-themed fractional gold issues belong to a wave of small-format bullion coins produced for the collector market through licensing arrangements — Niger itself has no domestic gold refining capacity, and these pieces were struck abroad, almost certainly in Europe, with the Republic lending its issuing authority to a commercial distribution program. Circulated examples are essentially unknown; the entire mintage went directly into collector hands.
