The "You Shall Not Murder" issue is one of several Biblical Commandments coins produced for Central African markets under the Republic of the Congo's licensing agreements with European minting houses — a sovereign mint arrangement that has little to do with domestic monetary policy and everything to do with the global commemorative coin trade. Congo-Brazzaville has issued dozens of such pieces, the face value nominal against a bullion premium many times over.
