The "Ten Commandments" bullion series from the Republic of the Congo is one of several novelty legal-tender issues licensed through foreign minting intermediaries — a revenue arrangement common among smaller African states whose official coinage is otherwise struck and controlled by the French-operated BEAC system. These coins are not distributed through Congolese banking channels and have no domestic circulation history.
