The "Star Money" issues from the Republic of the Congo are part of a broader series of fractional gold novelty coins produced under licensing arrangements common among several Central African CFA-zone states, where the issuing government lends its name to pieces destined almost entirely for the collector market rather than any domestic circulation. The CFA franc itself is administered by the Banque des États de l'Afrique Centrale, meaning Brazzaville exercises limited independent monetary authority over the currency it nominally issues.
