The Central African Republic has no polar bears, no Arctic coastline, and no climatic or geographic connection to the species whatsoever. These silver-plated copper issues — produced almost certainly by a European private mint on contract — are sold exclusively to collectors in secondary markets, never circulating in Bangui or anywhere else in the country. The CFA franc zone's actual monetary operations are managed through the BEAC, which issues functional coinage; novelty contracts like this one are authorized separately and quietly, generating modest licensing revenue.
