The "Hel'pa" issues from the Republic of the Congo belong to a wave of privately-driven bullion and novelty coinage that emerged from central African states in the 2010s, where licensing arrangements allowed European trading companies to produce legal-tender coins with virtually no connection to domestic monetary policy. The issuing nation received a flat fee; the coins were sold directly into Western collector markets and never circulated in Brazzaville.
