Benin adopted the CFA franc as part of the West African Economic and Monetary Union, whose member states collectively ceded monetary policy to the Banque Centrale des États de l'Afrique de l'Ouest — meaning this coin's issuing authority has no independent control over the currency it nominally issues. That structural oddity makes Beninese collector issues essentially sovereign novelties: legal tender in name, but struck primarily for the numismatic market rather than circulation.

The Elizabeth II obverse dates this piece to before her death in September 2022, making 2023 one of the final release years to carry the third Maklouf portrait before mints worldwide retired it.
