The Republic of the Congo issued this piece as part of the wave of commemorative francs CFA that flooded the market in the late 1980s and early 1990s, largely sold through European numismatic distributors rather than circulated domestically. The 1992 Barcelona Games generated an extraordinary volume of such issues from francophone African states — most struck at the Monnaie de Paris under licensing arrangements that effectively made France the de facto producer of "Congolese" commemoratives. Collector demand, not monetary need, drove every decision here.
