The Republic of the Congo issued this piece as part of a broader wave of Central African commemorative coinage that flooded the collector market in the late 1980s and early 1990s. These issues were produced almost entirely for export sale rather than domestic circulation — the CFA franc zone's monetary authority, the BEAC, handled everyday coinage, leaving member states with little practical need for independent issues. The games themselves were held in Barcelona.
