The Republic of the Congo has no historical or ecclesiastical connection to the 1917 Fátima apparitions — this is a bullion-adjacent commemorative struck purely for the collector export market, a category in which the Congo has been prolific since the 2000s. These small-format gold pieces are produced under licensing arrangements with European minting houses, most commonly in Poland and Austria, and are never intended for domestic circulation.
