Djibouti marked its 25th anniversary of independence from France in 2002 — the territory having become a republic on June 27, 1977, after over a century of French colonial administration as the Territory of the Afars and the Issas. The commemorative issue appeared at a moment when the country was still absorbing the economic strain of the 1991–2001 civil conflict between the government and the FRUD rebel movement, a peace accord having been formally concluded only the year prior.
