Rwanda's 1982 note series arrived during a period of relative monetary stability following the 1976 collapse of the East African franc zone arrangements — a long aftermath from Rwanda's own break with the regional currency bloc in 1966. Thomas De La Rue had been printing for the Banque Nationale du Rwanda since the institution's early years, and the relationship produced a consistent if conservative series of issues.

The dual-signature format — 2e Vice-Gouverneur alongside the 1er Gouverneur — reflects the bank's internal governance structure at the time, with both offices required to authenticate note authorization.
