The Institut d'Émission des Départements d'Outre-Mer was established in 1959 specifically to manage currency in France's overseas departments — Martinique, Guadeloupe, Réunion, and French Guiana — after the Caisse Centrale de la France d'Outre-Mer relinquished that function. These territories were legally French soil, not colonies, which made their monetary arrangements a domestic matter handled through Paris rather than through any colonial banking structure.

Banque de France produced the series in-house, which is why the paper and print quality align closely with metropolitan French issues of the period. The watermark is the primary security feature — no thread, no UV elements — consistent with mid-1960s French printing standards before later upgrades to the overseas series.
