The Caisse Générale de l'État was Luxembourg's state treasury institution, distinct from the later Banque Centrale — these notes were issued under direct state authority rather than through a central bank structure, an arrangement Luxembourg maintained well into the postwar decades. Bradbury Wilkinson handled the printing, as they did for a considerable portion of Luxembourg's mid-century paper currency. Minguet and Decuyper were both accomplished intaglio engravers working within Bradbury Wilkinson's house team during this period.

Edmond Goergen's design credit is notable — the same surname as signatory Ernest Goergen, though whether this reflects a family connection or coincidence isn't established in the standard references.
