The 1952 issue falls within the final years of Faisal II's nominal reign — he was still a minor, with the kingdom effectively governed by a regency until 1953. That same year, Iraq renegotiated its oil revenue split with the Iraq Petroleum Company, shifting from a flat royalty to a fifty-fifty profit-sharing arrangement under intense nationalist pressure. Coin production in this period was contracted to the British Royal Mint, as Iraq had no domestic striking facility.

This was among the last silver issues before Iraq transitioned to cupro-nickel coinage in subsequent years.
