Issued to mark the 200th anniversary of Finnish autonomy within the Russian Empire, established when Tsar Alexander I convened the Diet of Porvoo in March 1809 and guaranteed Finland's existing laws and Lutheran faith — a calculated political move to consolidate the recently conquered territory without triggering resistance.
