This issue commemorates Baudouin I, who reigned from 1951 until his death in 1993 and remains one of Belgium's most politically consequential monarchs. In 1990 he invoked a constitutional crisis by refusing royal assent to a law liberalizing abortion — the only Belgian king ever to do so — temporarily abdicating for 44 hours while parliament passed the legislation without him, then resuming the throne once it was enacted.
