The sheer number of signature combinations on this single-date design — spanning from 1965 through 1978 — reflects the institutional turbulence Portugal endured across that period: the final years of the Estado Novo, the Carnation Revolution of April 1974, and the subsequent restructuring of the Banco de Portugal under a new constitutional order. Vítor Constâncio, who appears here as a counter-signatory on later printings, would eventually serve as the bank's Governor and later as Vice-President of the European Central Bank.
The 1965 date was fixed and never updated across the note's entire production run, meaning the 1978-dated authorizations were still being signed against a thirteen-year-old instrument date.
