Greece hosted the first Pan-European Games in 1981, and this commemorative was struck specifically to mark the occasion. The series was one of several silver issues the Greek mint produced during the early 1980s as the country adjusted to EEC membership, using commemorative programs partly to generate foreign exchange revenue from collector markets abroad.
