Pick 12a belongs to the first generation of North Vietnamese currency, issued by the Democratic Republic of Vietnam in the late 1940s when the Viet Minh government was fighting to establish both military and administrative control against French forces. Printing infrastructure was extremely limited — early DRV notes of this period were produced under difficult wartime conditions, and quality varied considerably across the series.
The watermark, modest as a security measure, was nonetheless a deliberate signal of institutional legitimacy at a time when that legitimacy was actively contested.
