This isn't a state-issued note — individual U.S. states have had no authority to issue currency since the National Banking Acts of the 1860s. "State of West Virginia" here almost certainly refers to a novelty or souvenir item, likely one of the collectible fantasy notes produced in quantity after the America the Beautiful quarter series renewed regional pride marketing in the 2010s.
