This isn't a state-issued note — individual U.S. states have had no authority to issue currency since the National Banking Acts of the 1860s. "State of West Virginia" here almost certainly refers to a novelty or souvenir item, likely one of the collectible fantasy notes produced in quantity after the America the Beautiful quarter series renewed regional pride marketing in the 2010s. These circulate heavily among gift shops and online novelty retailers, not among numismatists.
