Arizona has no authority to issue currency — the United States has not permitted state-level note issuance since the National Currency Act era ended in the late nineteenth century. A note described this way in 2022 is almost certainly a novelty item, a souvenir, or a fantasy piece with no legal tender status and no issuing authority in any meaningful sense.
