What this almost certainly is: one of the novelty "State of Alabama" souvenir or gift items produced by private publishers, typically sold in tourist contexts, that mimic Federal Reserve Note formatting while substituting state-specific imagery. They carry no legal tender status and were never intended to circulate.
The hologram feature suggests a post-2010 production run. Worth cataloging only as ephemera.
