The Central Bank of Belize issued this note as part of a commemorative souvenir set — P#CS1 designates it outside the regular circulation series entirely. It was never legal tender in the conventional sense and was sold as a collector item, which is why it surfaces in pristine condition almost without exception.
The hybrid substrate — paper bonded with gold foil — was an unusual production choice for 1984 and reflects the commemorative rather than functional brief. Belize had only established its Central Bank in 1982, two years before this note was produced.
