Tokelau is a dependent territory of New Zealand comprising three atolls in the South Pacific with a total population under 1,500 — making it one of the smallest jurisdictions issuing legal tender anywhere. Its coin program exists almost entirely for the collector market, administered through arrangements with the New Zealand government, as the islands themselves have no central bank and function largely on subsistence and remittance income.
