Niue's authority to issue legal tender coinage derives from a 1996 agreement with New Zealand, which retains responsibility for the island's defense and foreign affairs. The arrangement has made Niue a prolific licensing vehicle for novelty and commemorative issues sold almost exclusively to overseas collectors — this piece never circulated on the island, and almost certainly never will.
