Niue's 1988 silver kilo series exploited a loophole that irritated serious numismatists from the outset: the island's monetary agreement with New Zealand allowed it to issue legal tender denominated in NZD without Reserve Bank oversight, making it an early and prolific participant in the commemorative coin boom that flooded collector markets through the late 1980s.
