Cook Islands has issued novelty bullion under licensing agreements with various IP holders since the early 2000s, and this piece falls squarely in that commercial program. The Sanrio licensing arrangement allowed several Pacific island minting programs to produce Hello Kitty gold issues around 2014–2015, targeting the Asian collector market where the character commands a serious premium independent of metal content.
