This coin was issued under Tuvalu's foreign currency licensing program, which routinely enlisted Perth Mint to produce collector gold for markets with no organic connection to the subject matter — a common arrangement throughout the 2000s that generated revenue for the issuing territory while targeting Japanese pop-culture collectors directly.
