Issued to mark the Reiwa era accession ceremonies of Emperor Naruhito, which took place in October 2019 following his father Akihito's abdication — the first imperial abdication in Japan in roughly two centuries. Akihito had petitioned for years to step down on grounds of age and health, requiring a special one-time legal provision since Japanese law contained no mechanism for voluntary abdication.
Cook Islands has no constitutional connection to Japan; this is a bullion-adjacent commemorative exploiting the territory's licensing arrangements with foreign mints and distributors.
