Cook Islands gained self-governing status in 1965 in free association with New Zealand, but the 1970s saw a burst of commemorative gold issues clearly aimed at the collector export market rather than domestic circulation — the islands' own economy ran almost entirely on New Zealand currency. This 1979 piece was struck as part of a broader Commonwealth series timed loosely around the Queen's visits and royal milestones of that decade.
The .900 fineness matches the traditional crown gold standard rather than the fine gold (.999) that would become collector-market default by the 1980s.
