Pick CS1 is a souvenir card rather than a circulating banknote — issued by the Central Bank of Belize as a commemorative item, not as legal tender. The gold foil bonding makes that clear enough; no central bank produces circulating currency on that substrate.
Belize gained independence from Britain only in 1981, making this card one of the earliest numismatic commemoratives issued under the new Central Bank's name. The clipper ship theme ties to the mahogany and logwood trade that defined the colony's economy for two centuries.
