Tokelau — three atolls with no indigenous coinage tradition, no mint, and a population under 1,500 — became a surprisingly prolific issuer of precious metal collector coins after New Zealand formalized its administrative arrangements in the 1990s. These issues are struck under contract and sold almost entirely to overseas collectors; none circulate. The Apostle series was produced in partnership with a private bullion program, with each release tied to a named saint rather than any event or anniversary specific to the territory itself.
