Morocco hosted the 6th Pan Arab Games in Casablanca and Rabat in August 1985, the first time the games were held on African soil. Hassan II had lobbied aggressively for the hosting rights, and the commemorative program — including this issue — was part of a broader state effort to position Morocco as a leading Arab nation capable of staging international competition at scale. The games drew athletes from across the Arab League under considerable political tension, with several member states in open or proxy conflict at the time.
