The UAE's 1982 note series, of which this 100 Dirham is part, was issued just over a decade after the federation itself came into existence in 1971. The Central Bank had only been established in 1980, replacing the UAE Currency Board — so this is among the earliest issues under full central bank authority rather than the transitional currency arrangement.
The watermark-only security specification reflects the era; the multi-layer security features now standard on Gulf currency came considerably later. Pick 10 is the first 100 Dirham issue from the Central Bank proper.
