Andorra has no mint of its own; this piece was almost certainly produced by the Fábrica Nacional de Moneda y Timbre in Madrid, which has handled the bulk of Andorran commemorative output. The non-circular flan — rectangular with rounded corners — places it within a format the FNMT was deploying across several Iberian and microstate issues in the early 2010s, chasing the collector market for oversized novelty silver.
The Trevi Fountain connection to Andorra is purely commercial. No diplomatic, historical, or geographic logic ties the two.
