By 1994, Sudan was operating under severe international financial pressure following its designation as a state sponsor of terrorism in 1993. The government's response was partly to consolidate printing operations domestically — the Sudan Currency Printing Press in Khartoum had been producing notes since the late 1970s, reducing reliance on foreign printers that had become politically awkward.
A print run of just over twelve million for a 100-dinar denomination is modest by regional standards, unsurprising given accelerating inflation that was steadily eroding the note's purchasing power even as it entered circulation.
