Iraq's 1994 note issues came during the deepest phase of the UN sanctions regime, when the dinar had collapsed from its prewar official rate of roughly $3 to fractions of a cent on the parallel market. The government kept printing to cover deficits, and by mid-decade the money supply had expanded so dramatically that even high-denomination notes had negligible purchasing power.

P#84 carries only a basic watermark for security — a reflection of both degraded printing infrastructure and international restrictions on importing sophisticated currency technology into Iraq at the time.
