Tunisia hosted the second phase of the World Summit on the Information Society in November 2005 — a UN-organized event split between Geneva in 2003 and Tunis, a choice that drew considerable criticism given the Ben Ali government's well-documented record of internet censorship and press suppression. Placing a global internet freedom summit in one of the Arab world's more restrictive states was a tension that generated substantial diplomatic friction in the lead-up to the event.
